Santa Luzia and Ilheu do Passa represent Cape Verde's most exclusive and restricted diving destination, a strictly protected nature reserve of deserted islands north of Sao Vicente where diving requires special permits and expedition-level planning. Santa Luzia, the archipelago's only uninhabited major island, features the wreck of the Beatrice, an early twentieth-century steamer that lies in shallow waters creating an atmospheric historical dive site combined with thriving marine communities. Passa Islet, a small rocky outcrop near Santa Luzia, offers wall diving in deep Atlantic waters where the full force of oceanic currents brings large pelagic species close to the rocky coastline. The protected reserve status has preserved extraordinary marine biodiversity with healthy populations of species that have been severely depleted elsewhere, including large groupers, various shark species, and abundant invertebrate communities. Deep seamounts surrounding the islands attract oceanic species including tuna, wahoo, and seasonal whale sharks, while the shallow reef systems support diverse tropical fish populations and endemic species. The island's dive sites are reached by boat from the main harbour, with most sites within thirty to sixty minutes of the departure point. The tropical climate ensures warm temperatures year-round with the best diving conditions from May through November when winds subside and visibility peaks.
